Panama’s President José Raúl Mulino announced that the country will not renew its memorandum of understanding with China to participate in the Belt and Road Initiative (BRI) and is exploring options to terminate it early.

His statement followed a meeting with U.S. Secretary of State Marco Rubio, who urged Panama to counter Chinese influence in the region.

The U.S. has expressed concerns over China’s growing control in Panama, particularly regarding the neutrality of the Panama Canal, which was transferred to Panama in 1999 under a treaty. While Mulino affirmed Panama’s sovereignty over the canal, he pledged to form a technical team to address U.S. concerns.

Panama also agreed to expand its cooperation with the U.S. on immigration issues.

Several U.S. officials praised the decision to withdraw from the BRI, seeing it as a move to curb China’s influence. Rubio’s visit to Panama is part of a broader U.S. effort to counter China’s diplomatic reach in Latin America.
